Nineteen of Medvedev's 21 titles have been won on hard courts
A comeback Daniil Medvedev won his first trophy for over two years with victory over Frenchman Moutet in the tournament championship match.
The athlete, a ex- world number one, has experienced a torrid year, achieving just one win at the Grand Slams and experiencing a difficult moment at the American major.
The player's varied form on the ATP Tour - and issues with his serving in specific - caused him dropping out of the top ten and finally separating with long-time coach Gilles Cervara.
Now working with his coach and Rohan Goetzke, the tennis star has steadily improved in the last few weeks - culminating in a hard-fought competitive win over challenger Moutet.
This represents Medvedev's first trophy following the 2023 Rome Masters and first on a hardcourt after March of the previous year.
Victory also indicates Medvedev has won twenty-one championships at twenty-one different tournaments.
"It's the first time I'm at a event with my children together, so to win a title is particularly special," stated world number 14 Medvedev.
"This victory is in dedication of my child her name, because the first title I won when my child my daughter was born was for her."
Medvedev, the 2021 US Open champion, had failed in his previous six championship matches, comprising in Halle previously this season.
Medvedev's counter-punching strategy and regular emotional displays on the tennis court had led observers to wonder if his skill to play at the top level was concluded.
Yet the athlete has made changes in recent weeks, attempting to approach the net and perform positively, supported by an enhanced serve.
He came back from a disadvantage in the initial set against the difficult Moutet, taking four of the last five points to take the lead.
The pair traded service breaks in the second set before the challenger, striving for his first professional title, took control to force a third set.
Moutet defended four initial break points in a tight third set before the champion won the break to 15 to secure the win.
Suitably, the winner secured the title with a point at the front of the court, with Moutet incapable to handle a return after two hours and 38 minutes.
